Your outgoing rates might be limited by your ISP. The incoming bandwidth for etree05.archive.org is no where near maxed. I've gotten around 100KB/s in the last two weeks uploading.

Thanks Jon.

I have tested using a speedtest site and get at least 56k upload (I'm on cable), but for some reason it seems constrained using SmartFTP. The Speed Limits are set to unlimited.

My average upload from my server > archive.org is in the ballpark of 400-500K/s, I can never seem to break 500, I would guess there is a cap on archive.org's end of it as I can get faster to other places......not that you can really complain about 500K/s =]

im capped at 40kbps, not bad, but whatever. download i seem to be stuck at 250, though not at the archive anymore.
